Per Policy LC, the application for renewal consists of:
• a report on the progress of the charter school in achieving the goals, objectives, program and performance standards for students and other conditions and terms the School Board required in the charter;
• a financial statement, on forms prescribed by the Board of Education, disclosing the costs of administration, instruction and other spending categories which is written in a way to allow the Albemarle County School Board and the public to compare such costs to the costs of other schools and comparable organizations;
• other information the Albemarle County School Board may require.

Summary:
Per Policy LC, the primary objective of charter schools within Albemarle County Public Schools is to serve as “labs” to improve educational opportunities and enhance student achievement for all
schools. Toward these goals, the Albemarle County School Board will receive and consider requests for charter schools if such charters are focused on educational excellence and student achievement, can improve the effectiveness and efficiency of educational services, and can enhance and inform the division through the research, development, and implementation of programs that align with division mission, vision, and goals.

Purpose of charter schools (§ 22.1-212.5):
(i) encourage the development of innovative programs;
(ii) provide opportunities for innovative instruction and student assessment;
(iii) provide parents and students more choices;
(iv) provide innovative scheduling, structure, and management;
(v) encourage performance-based educational programs;
(vi) establish high standards for teachers and administrators; and
(vii) develop models for replication in other public schools

Murray High School is a school-of-choice established in 1988 to offer a nontraditional educational model through student-centered, experiential, project-based, and mastery learning with emphasis on choice, community, and art. Murray converted to a charter school in 2001. The most recent charter was renewed in 2012 and expired in June 2017. At its March 8, 2018 meeting, the Board granted an extension of the Murray charter through August 2018 per the following considerations:
• Enables the integration of "Center Model" and HS 2022 program design elements in new five-year charter strategy;
• New school administration and staff able to leverage summer months for planning, development, and professional learning opportunities;
• Board policy and state regulations on charter schools have been revised since 2012

The attached charter renewal meets the criteria put forth in Policy LC while integrating these considerations.
