Summary: At the end of the FY 2019/2020 school year, there were significant financial uncertainties that resulted in a very positive available fund balance. As part of the fund balance information included in the second quarter financial report provided on February 11, 2021, staff was to develop and provide to the Board requested uses of approximately $4M of one-time available fund balance to address outstanding needs in our division. Two major uses of fund balance associated with our Capital Improvement Process (CIP) have been identified to address significant needs that would have a positive impact upon the safety of our students and staff at schools, and also maintain and upgrade old classroom technology for both our teachers and students.
The first piece of about $2.5 million would be for the Technology Replacement program to pay for new classroom display technologies (to provide equity across the division) and the replacement of existing/aging classroom display technologies. The increase in funding for this was requested in the 2019 CIP process but was ultimately not funded.

The second piece of about $1.5 million would be for School Security Projects (controlled entrances at all schools). This was also unfunded during the 2019 CIP process although it was the #1 recommended project by the LRPAC.

A third CIP component, not related to use of School Board fund balance, is associated with the need to secure an additional $1M in funding for the Crozet expansion project following the bids received for the project. Funding for this project is anticipated to come from reserves held by local government in contingency for CIP projects. This funding request will permit desired building work/additions and provide contingency funding for the project.
Funding: Funding for the School Security and Technology projects would be provided from available School Board fund balance that is retained by local government. It is anticipated that following this use, available fund balance for the start of next school year would be ~$2.9M.
Crozet expansion CIP funds would be appropriated from contingencies held by local government.
Recommendation: Approve the use of funding for the items as specified. An additional appropriation request with specific amounts and required budget language will be brought forward for approval on the consent agenda during the April 22 school board meeting.
