Summary: Rivanna Water & Sewer Authority is seeking an easement related to the South Rivanna Reservoir to Ragged Mountain Reservoir water line project. The project is a 9-mile-long, 36-inch diameter pipe that will transfer untreated (raw) water between these two reservoirs. The desired water line path crosses property owned by the Albemarle County School Board near Albemarle High School, Greer Elementary School, the Vehicle Maintenance Facility, and Jack Jouett Middle School for approximately 0.8 mile.

The purpose of this project is to ensure an adequate supply of drinking water for the City of Charlottesville and Albemarle County for the next 100 years. It will also provide greater dependability and flexibility for the drinking water system by connecting RWSA’s two largest water supply reservoirs with the two largest water treatment plants.

This project is an essential component of the Community Water Supply Plan, which was crafted from 2002 to 2012 in collaboration with multiple community organizations. This plan, while focused in large part on water supply and resilience, considers other community values, including maximizing the use of existing infrastructure, replacement of aging infrastructure, and balancing the needs of the community with the needs of the environment.

Recommendation: This is for information only. At the next meeting, Building Services Department staff will recommend that the Deed of Easement and Compensation Agreement be approved and signed.
